　　英国下议院德云社终于迎来了崭新的一季，新首相鲍里斯的下议院首相质询首次亮相，继续和“前朝遗老”科尔宾唇枪舌剑，两位BOSS的对辩真是精彩纷呈。

　　工党领袖科尔宾咄咄逼人，攻击鲍里斯这个外表和内心上的“英国版川普”会让英国沦为美国附庸；鲍里斯则语速惊人连珠发炮，还用手指着对面的人丝毫不虚，全场气氛愈发紧张激烈，议长不得不发话hold住场面……

　　最后鲍里斯也嘲讽起了科尔宾，说他突然变成了“留欧派”，是个被重新编程的“工具人”。

　　Boris Johnson：Mr Speaker， over the past few years， too many people in this country feel that they have been told repeatedly and relentlessly what we cannot do。

　　鲍里斯·约翰逊：议长大人，过去这些年来，太多英国人都有这样的感受。一种声音总在耳边萦绕：“你们不能这样，也不能那样”。

　　Since I was a child， I remember respectable authorities asserting that our time as a nation has passed that we should be content with mediocrity and managed decline， and time and again。。。

　　自孩提时代起，我便听到许多可敬的权威人士断言称，英国的黄金时代早已远去。我们必须满足于当前这种平庸且有节制的衰颓，一次又一次。。。

　　These are the sceptics and doubters， my friends。 They are， they are！！ Time and again， by their powers to innovate and to adapt the British people have shown the doubters wrong。

　　他们工党就是 一群对国家持怀疑态度的人！他们是！他们就是！然而英国人民凭借着创新和适应能力，一次又一次证实了这群怀疑者是错误的。

　　And Mr Speaker， I believe that at this pivotal moment in our national story， we are going to prove the doubters wrong again。

　　议长大人，我坚信，现在正是我国历史的关键时刻。我们将再次证明，这些怀疑者是错误的。

　　Not just with positive thinking and a can-do attitude， important though they are， but with the help and the encouragement of a Government and a Cabinet， that is bursting with ideas， ready to create change， determined to implement the policies we need to succeed as a nation。

　　我们不仅要积极思考，秉持乐观态度，无可厚非这很重要。但更重要的是，得到政府与内阁的帮助和鼓励。让思想火花迸发，为创造变革做好准备。并坚定决心，实施让国家取得成功的必要良策。

　　The greatest place to live， the greatest place to bring up a family， the greatest place to set up a business or to invest， because we have the best transport， and the cleanest environment， and the best healthcare， and the most compassionate approach to care of elderly people。

　　让这里成为最宜居的国家、最适合抚育家庭的国家、最适合送孩子来读书的国家、最适合创业与投资的国家。因为我们拥有最优良的交通系统、最洁净的生活环境、最完善的医疗保健，还有我们对老年人最富有同情心的关怀照顾。

　　That is the mission of the Cabinet I have appointed and that is the purpose of the Government I am leading。 And that is why I believe that if we bend our sinews to the task now there is every chance that in 2050， when I fully intend to be around although not necessarily in this job。。。

　　这就是我组建内阁的使命，也是我领导政府的宗旨。这正是为何我一直坚信，只要我们现在全力以赴，等到2050年，那时我肯定还在这儿混着。。。虽然估计已经不做首相了。。。

　　We will be able to look back on this period， this extraordinary period as the beginning of a new golden age for our United Kingdom！

　　到那时候，我们回看如今这段非比寻常的时光，就会发现，这是属于联合王国又一个崭新的黄金时代的开端！

　　I commend this future to the House just as much as I commend this statement， Mr Speaker

　　我向下议院同僚举荐这一美好未来。同样，我也向下议院诸位大力举荐此份声明！

　　I welcome the right hon。 Gentleman to his position and I thank him for an advance copy of his statement。 No one underestimates this country but the country is。。。but the country is deeply worried that the new Prime Minister overestimates himself。

　　首先，我要向这位阁下的就职表示祝贺。也感谢他预先提供了声明发言稿。没人看不起我们国家，我们国家。。。现在的忧心忡忡，都是因为这位新首相实在太看得起他自己了。

　　He inherits a country that‘s been held back by nine years of austerity that’s hit children and young people the hardest

　　他接手的这个国家已经历了长达9年的财政紧缩，这一政策对儿童和年轻人的冲击最大。

　　Their youth centres have closed， their school funding cut， college budgets slashed and with the help of the Liberal Democrats， tuition fees have trebled。

　　青年中心被迫关闭、中小学经费遭削减、大学预算被削减，在自民党的怂恿助推下学费增加了3倍。

　　Housing costs are higher than ever， and jobs are lower paid。 Opportunity and freedom have been taken away。 Austerity was always a political choice， never an economic necessity！

　　住房成本越来越高，工作薪酬却越来越低，机会和自由被强行剥夺。财政紧缩是他们的政治选择，而不是迫于无奈的经济举措！

　　Mr Speaker：Order！ Order！ I indicated that people wouldn‘t shout down the Prime Minister。 Precisely the same applies to the Leader of the Oppositions。 Don’t try it： you are wasting your vocal cords， and above all， it won’t work。

　　议长先生：肃静！肃静！我一再强调，别总扯着嗓子，试图把首相的声音盖过去。对反对党领袖也是同样如此。别来这一套！这就在损伤你自己的声带。最重要的是根本没用！

　　The right hon。 Gentleman will be heard and these exchanges will take as long as they will take whatever other appointments people might have。 The right hon。 Gentleman will be heard.Stop it！ Jeremy Corbyn！

　　这位阁下的发言必须被听取。无论他要说多久，都给我好好听着。我才不管你们待会儿是不是有啥约会呢！必须认真听取这位阁下的发言。打住！科尔宾！

　　JeremyCorbyn：Thank you， Mr Speaker。 His predecessor promised to end austerity， but spectacularly failed to deliver。 People do not trust the Prime Minister to make the right choices for the majority of people in this country， when he is also promising tax giveaways to the richest and big business， his own party’s funders。

　　杰里米·科尔宾：谢谢您！议长大人。他的前任曾承诺说会结束紧缩，结果却壮烈惨败。没人相信这位新首相有能力为这个国家的大多数人做出正确的选择。他向富得流油的大企业承诺会为其提供税收优惠，那都是他们保守党的资助者。

　　So can he now indicate when he will set out the detail of the exact funding settlement for our schools， our hard-pressed local authorities and police， so that they can start planning now？

　　那么，他现在能否指出他打算等到啥时候制定具体的拨款方案？给中小学，给压力重重的地方政府，给警务系统拨款，以便这些机构开始预算规划。

　　I am deeply alarmed to see no plan for Brexit。 He was in the Cabinet that accepted the backstop and， of course， he voted for it on 30 March this year。

　　首相对脱欧问题全无计划，我真是深感震惊。他当时所在的内阁是支持爱尔兰边境保障措施的，今年3月30日，他也对此投出了赞成票。

　　It would be welcome if he could set out what he finds so objectionable having voted for it less than four months ago。 Can he explain this flip-flopping？

　　他可否给大家解释一下，为啥在投出赞成票不到4个月后，他突然开始强烈反对这项保障措施？为啥大反转，整个态度都变了？

　　The House。。。will have a sense of déjà-vu and of trepidation at a Prime Minister setting out rigid red lines and an artificial timetable。

　　这让下议院有了一种似曾相识的惶恐不安的感觉。又一位首相开始设立不可跨越的红线和虚无缥缈的时间表了。

　　There is something eerily familiar about a Prime Minister marching off to Europe with demands to scrap the backstop， so why does he think he will succeed where his predecessor failed？

　　这真是一种可怕又诡异的熟悉感啊！又一位首相前往欧洲，要求取消边境保障措施了。既然他的前任已是一败涂地，他凭啥觉得自己能力挽狂澜？

　　If the Prime Minister continues to pursue a reckless no deal does he accept that， he will be directly flouting the expressed will of this Parliament？

　　如果首相继续不顾后果地追求无协议脱欧，那么他是否承认，他就是在直接蔑视下议院已明确表达的意愿？

　　Industry， business and unions have been absolutely clear about the threat that that poses： no deal means no steel， no car industry， food prices dramatically rising and huge job losses。

　　工商业和各大工会都已明确指出无协议脱欧会带来的威胁。无协议意味着无钢铁工业、无汽车工业、食品价格大幅上涨、庞大的失业群体。

　　Make UK， representing much of manufacturing industry， says no deal would be “the height of economic lunacy”。 Companies from Toyota to Asda have been clear about the dangers of no deal。

　　Make UK代表整个英国制造行业的机构，无协议脱欧将带来“经济错乱的顶峰”。从丰田到阿斯达很多公司都明确指出，无协议脱欧的危害性。

　　Is the Prime Minister still guided by his “f*** business” policy？ Mr Speaker， those recklessly advocating no deal won‘t be the ones who lose out。

　　首相难道还要坚持他一直推行的“去你妹的商业”政策嘛？议长大人，那群叫嚣着要无协议脱欧的人，根本不会因此损失惨重。

　　The wealthy elite who fund him and his party will not lose their jobs， see their living standards cut or face higher food bills。

　　富裕精英阶层在背后给首相和保守党塞钱。就算无协议，这些人也不会丢掉工作。他们生活水平不会下降，也不会付不起水涨船高的账单。

　　Mr Speaker， if the Prime Minister has confidence in his plan， once he has decided what it is， he should go back to the people with that plan。

　　议长大人，如果首相真对自己的计划信心十足。等制定完毕后，他就该将这份计划交由人民表决。

　　Labour will oppose any deal that fails to protect jobs。。。We will oppose any deal that fails to protect jobs， workers’ rights or environmental protections。

　　我们工党坚决反对任何无法保护就业的协议。。。我们工党坚决反对任何无法保护就业、工人权利和生态环境的脱欧协议。

　　And if he has the confidence to put that decision back to the people， we would， in those circumstances， campaign to remain！！

　　如果他真有信心，就将决定权交还给人民。而那时，我们必将发起宣传活动，要求留欧！

　　Mr Speaker， the office of。。。

　　议长大人，首相办公室。。。

　　Mr Speaker：Order！ It will take as long as it takes。 I have plenty of time。 I am totally untroubled by these matters。 Jeremy Corbyn！

　　议长先生：肃静！随便吵多久都行，我可是时间充裕啊！就算超时，我也完全不受困扰。科尔宾！

　　Jeremy Corbyn：Mr Speaker， the office of Prime Minister requires integrity and honesty， so will the Prime Minister correct his claim that kipper exports from the Isle of Man to the UK are subject to EU regulations？

　　杰里米·科尔宾：议长大人，要成为英国首相，最起码得品行端正，诚实守信。因此，首相可否纠正自己的言论。从马恩岛出口至英国的腌鱼，根本不受欧盟法规约束。

　　Will he also acknowledge that the £39 billion is now £33 billion due over 30 years and has been legally committed to be paid by his predecessor？

　　首相是否承认，从390亿降至330亿英镑的脱欧分手费必将在30年内缴清？这是他的前任早就做出的承诺，也具有法律效力。

　　This is a phoney threat about a fake pot of money， made by the Prime Minister。 Mr Speaker， I note that the climate change-denying US President， has already labelled the Prime Minister “Britain‘s Trump”， and welcomed his commitment to work with Nigel Farage。

　　而首相却声称，他要撤销分手费，这根本是虚伪无比的威胁。我还注意到，那位不承认气候变化问题的美国总统，将我们这位首相亲切冠名为 “英国特朗普” ，还对他与法拉奇的合作表示欣赏和欢迎。

　　Could “Britain Trump” take this opportunity to rule out once and for all that our NHS being part of any trade deal， any trade deal with President Trump and the USA？

　　那么“英国特朗普”能否借此机会，彻底排除将英国医疗系统纳入任何贸易协定的可能性。与特朗普总统和美国签订的任何贸易协定都不行。首相能否在此保证，绝不会将我们的国家医疗服务系统卖给美国医疗保健公司？

　　Will he make it clear that our national health service is not going to be sold to American healthcare companies？ Mr Speaker， people fear that “far from wanting to ”take back control“ the new Prime Minister would effectively make us a vassal state of Trump’s America。

　　议长大人，现在人心惶惶啊！人们担心这位新首相，非但没能帮我们“夺回控制权”，反倒会让我们沦落为特朗普统治下的美国的附庸国！

　　Mr Speaker， the challenge to end austerity， tackle inequality resolve Brexit and tackle the climate emergency are what will define the new Prime Minister。

　　议长大人，能否结束财政紧缩，处理社会不公，能否解决脱欧问题，应对气候变化，将决定这位新首相的政绩。

　　Instead， we have a hard-right Cabinet staking everything on tax cuts for the few and a reckless race-to-the-bottom Brexit。 He says he has “pluck and nerve and ambition”； our country does not need arm-waving bluster； but competence， seriousness and， after a decade of divisive policies for the few to focus for once on the interests of the many。

　　如今这个新内阁极右势力横行，将全部赌注押在为少数精英人群减税，追求不计后果，一冲到底的脱欧方式。这位首相，声称自己拥有“胆识、气魄与雄心”。我们国家无需这种张牙舞爪的叫嚣咆哮。我们需要的是能力才干和认真诚恳。在长达10年的服务于极少数人的，分裂性政策后，我们必须转移注意力，服务绝大多数人的利益！

　　Boris Johnson：Mr Speaker， I struggled to discover a serious question in that but I will make one important point that it is worth making， which is under no circumstances， will we agree to any free trade deal that puts the NHS on the table。

　　鲍里斯·约翰逊：议长大人，听了半天我都没听到，他想质询我的问题啊！不过，我必须明确指出一个重要问题。那就是，无论在何种情况下，我们都不会将国民医疗系统纳入任何自由贸易协定中。

　　It is not for sale。 I will remind the right hon。 Gentleman that for 44 of its 71 years of glorious existence， the NHS， has benefited from Conservative policies and Conservative government， because we understand that unless you support wealth creation， unless you believe in British business， British enterprise and British industry， you will not have the funds；

　　这是非卖品。我还要提醒下这位阁下，在国民医疗系统光荣辉煌的71年历史中，其中有44年都是受惠于我们保守党政策和保守党政府。因为我们明白，只有支持创造财富，只有坚信英国商业、英国企业和英国工业，我们才能拥有资金来源。

　　Unless you have a strong economy， you will not be able to pay for a fantastic NHS。 Mr Speaker， that is a lesson that the right hon。 Gentleman simply doesn‘t get。

　　只有拥有强大的经济，我们的国民医疗系统才有足够的资金支持。议长大人，这位阁下永远都不明白这个道理！

　　I struggled to see the country in his description of the United Kingdom today。 The reality is that unemployment is， of course， down under the Conservatives to the lowest level since the 1970s。

　　这位阁下刚才描绘的英国现状，我倒是根本没看出来啊！事实上，在我们保守党政府的领导下。如今失业率已降至自1970年代以来的最低水平。

　　Crime is actually down a third since 2010。 We have record inward investment into this country of £1.3 trillion。 We have fantastic new electric car factories。。。

　　犯罪率自2010年来，下降了三分之一。我们获得的海外投资达到了创纪录的1.3万亿英镑。我们建立了全新的电动车工厂。。。

　　Mr Speaker：Order！ Order！ Order。。。

　　议长先生：肃静！肃静！肃静。。。

　　Mr McDonald， you really are at times a reckless delinquent。 Calm yourself， man。 I know you get very irate because you feel passionately， and I respect your passion， but I do not respect your delinquency。

　　麦克唐纳先生，有时候你还真像个冲动莽撞的“小瘪三”呢！冷静一下，大兄弟。我知道你现在怒发冲冠，情绪激动。我尊重你的激情，但我不尊重你的“瘪三行为”。

　　Calm yourself， man， take some sort of soothing medicament and you will feel better as a consequence.The Prime Minister！

　　冷静下来，老兄。要不来点儿舒缓镇静类药物？服下之后，你会感觉舒服不少。首相！

　　Boris Johnson：They don‘t like the truth that， more homes were built in this country last year than in any of the last 31 years。 Wages are now outperforming inflation for the first time in a decade。

　　鲍里斯·约翰逊：他们才不喜欢这个事实呢！去年咱们建造的房子，要比过去31年中任何一年都多。工资上涨幅度是这10年来首次超过通货膨胀率。

　　The living wage—a Conservative policy which I‘m proud to say I championed in London was then stolen by our wonderful Conservative Government and put into a national policy， the living wage has expanded， the incomes of those who receive it by £4，500 since 2010。

　　还有保守党的政策最低工资标准。。。可以非常自豪地说，这是我任伦敦市长时的创举。这项政策，后来被咱们牛掰的保守党政府“偷走”，并制定成为全国性政策。跟2010年相比，最低工资标准整整上涨了4500英镑。

　　This is a right hon。 Gentleman who is set on an economic policy together with the shadow Chancellor who was sacked by Ken Livingstone for being too left wing。。。

　　而对面这位阁下所坚持的经济政策，还有他身边那位影子财相，他还因为太左翼，被利文斯通炒了鱿鱼。。。

　　Quite rightly， he was sacked for fabricating a budget。 He forged a budget—sacked for forging a budget。 He would raise taxes on inheritance， Mr Speaker， he would raise taxes on pensions。 I am answering； I am telling you。。。

　　没错！他被炒鱿鱼的原因是他杜撰伪造预算案。他竟敢伪造预算案，还因此被炒了鱿鱼！议长大人，要是影子财相上台，他会提高遗产税，还会提高养老金税。我在回答问题啊，我告你们。。。

　　Mr Speaker：Or。。。order！ Ooorder！ Order！ Mr Lavery， you are another over-excitable denizen of the House。 Calm yourself， it would be therapeutic for you to do so。

　　议长先生：肃。。。静！肃静！肃静！拉威利先生，你也是一位过度兴奋的议员啊！平复心情，舒缓身心，对你会有所裨益的。

　　There is far too much noise on both sides of the House， and I fear that the noise on the Front Bench is proving contagious。 I note that certain Back Benchers are becoming over-excitable。 They must restrain themselves， I know that the Prime Minister will， of course， be both passionate and restrained。

　　下议院两边的喧闹声都太大啦！实在过于嘈杂，前排席位的呼喝叫嚷声果然充满“感染性”啊。。。现在某些后排议员也开始兴奋异常了，各位必须克制自己！当然啦，我知道首相不仅可以激情澎湃，也能克己慎行。

　　The Prime Minister！

　　首相！

　　Boris Johnson：It is only with an effort that I can master my feelings here， Mr Speaker。 The right hon。 Gentleman， wouldn‘t only put up taxes on inheritance， pensions and corporations， he would put up taxes on income to 50p in the pound。

　　鲍里斯·约翰逊：议长大人，我必须非常努力，才能控制住内心澎湃的情感。对面这位阁下，不仅仅会对遗产、养老金和企业加税，他还会将个人所得税升至50%。

　　There he is， the forger of the budget of 1984， Mr Speaker。 Give him a chance and he would put up taxes not just on homes， but on gardens。

　　这就是他了！1984年财政预算案的伪造者本人！只要一有机会，他不仅会加重房产税，甚至会对家里的花园征税。

　　Mr Speaker， and he speaks about trust in our democracy， I have to say that a most extraordinary thing has just happened today。 Did anybody notice what happened today？

　　议长大人，他大言不惭地说要坚信我们的民主。我不得不说，今天发生了一件很不寻常的事情。有人意识到，刚才发生了什么嘛？

　　Did anybody notice the terrible metamorphosis that took place， like the final scene of “Invasion of the Body Snatchers”？

　　有人意识到，某人出现了超级可怕的异变嘛？简直像极了科幻恐怖片<天外魔花>的片尾！

　　At last， this long-standing Eurosceptic， the right hon。 Gentleman， has been captured。 He has been jugulated， he has been reprogrammed by his hon。 Friends， He has been turned now into a remainer！

　　这位一直对欧洲持怀疑态度的人，也就是这位阁下，其实他早就被外星人抓走了。在惨遭割喉后，他被身边的盆友重新编程成为现在这个复制人！所以他才会突然变成了留欧派！

　　Of all the flip-flops that he has performed in his tergiversating career that is the one for which I think he will pay the highest price。 Because it‘s this party now， this Government， that is clearly on the side of democracy in this country。

　　在他以“变节背叛”著称的政治生涯中出现的所有大反转。我认为这个反转会让他付出惨重的代价。只有我们保守党，我们政府，才真正与英国民主同在。

　　It is this party that is on the side of the people who voted so overwhelmingly in 2016， and it is this party that will deliver the mandate that they gave to this Parliament and which， by the way， this Parliament promised time and time and time again to deliver。

　　正是我们保守党，在全民参与度极高的2016年公投中，站在人民的背后。也正是我们保守党必将贯彻执行人民赋予我们下议院的使命。顺便说一句，下议院曾一次又一次承诺说会完成脱欧使命。

　　And indeed， the right hon。 Gentleman and all his colleagues promised to deliver it。 And the reality now is that we are the party of the people。 We are the party of the many and they are the party of the few。 We will take this country forwards， they， Mr Speaker， would take it backwards！

　　事实上，对面这位阁下和他的党羽，都承诺说会实现脱欧。而现在，事实清晰摆在面前，我们才是属于人民的党派。我们是服务于大多数人的党派，他们是服务于少数人的党派。我们将会带领整个国家前行。议长大人，他们只会让整个国家倒退！

　　英国新首相下议院首次演讲稿英文版

　　“Mr Speaker， I with permission， shall make a statement on the mission of this new Conservative Government。

　　But before I begin， I am sure the whole House will join me in paying tribute to my Rt Hon Friend the Member for Maidenhead （Theresa May） - for all that she has given in the service of our nation。

　　From fighting modern slavery to tackling the problems of mental ill-health – she has a great legacy on which we shall all be proud to build。

　　And our mission is to deliver Brexit on the 31st of October for the purpose of uniting and re-energizing our great United Kingdom and making this country the greatest place on earth。

　　And when I say the greatest place on earth， I’m conscious that some may accuse me of hyperbole。 But it is useful to imagine the trajectory on which we could now be embarked。

　　By 2050 it is more than possible that the United Kingdom will be the greatest and most prosperous economy in Europe – at the center of a new network of trade deals that we have pioneered。

　　With the road and rail investments we are making and propose to make now – the investment in broadband and 5G – our country will boast the most formidable transport and technological connectivity on the planet。

　　By unleashing the productive power of the whole United Kingdom - not just of London and the South East but of every corner of England， Scotland， Wales and Northern Ireland – we will have closed forever the productivity gap and seen to it that no town is left behind ever again； no community ever again forgotten。

　　Our children and grandchildren will be living longer， happier， healthier， wealthier lives。

　　Our United Kingdom of 2050 will no longer make any contribution whatsoever to the destruction of our precious planet brought about by carbon emissions – because we will have led the world in delivering that net zero target。

　　We will be the home of electric vehicles – cars， even planes， powered by British made battery technology being developed right here， right now。

　　We will have the freeports to revitalize our coastal communities， a bioscience sector liberated from anti genetic modification rules， blight-resistant crops that will feed the world - and the satellite and earth observation systems that are the envy of the world。

　　We will be the seedbed for the most exciting and most dynamic business investments on the planet。

　　Our Constitutional settlement， our United Kingdom will be firm， will be secure。 Our Union of nations beyond question。

　　Our democracy robust。

　　Our future clean， green， prosperous， united， confident， ambitious – this my friends is the prize， more still the responsibility that it falls on us to fulfill。

　　IMMEDIATE STEPS

　　And to do so， we must take some immediate steps。

　　The first is to restore trust in our democracy and fulfill the repeated promises of Parliament to the people by coming out of the European Union – and doing so on October 31st。

　　I and all ministers in this Government are committed to leaving on this date， whatever the circumstances.To do otherwise would cause a catastrophic loss of confidence in our political system。 It will leave the British people wondering whether their politicians could ever be trusted again to follow a clear democratic instruction。

　　I would prefer us to leave the EU with a deal.I would much prefer it。 I believe that is still possible even at this late stage and I will work flat out to make it happen.But certain things need to be clear。

　　The Withdrawal Agreement negotiated by my predecessor has been three times rejected by this House。 Its terms are unacceptable to this Parliament and to this country。 No country that values its independence and indeed its self-respect could agree to a Treaty which signed away our economic independence and self-government as this backstop does.A time limit is not enough。 If an agreement is to be reached it must be clearly understood that the way to the deal goes by way of the abolition of the backstop。

　　For our part we are ready to negotiate in good faith an alternative， with provisions to ensure that the Irish border issues are dealt with where they should always have been： in the negotiations on the future agreement between the UK and the EU。

　　I do not accept the argument that says that these issues can only be solved by all or part of the UK remaining in the customs union or in the single market。 The evidence is that other arrangements are perfectly possible， and are also perfectly compatible with the Belfast or Good Friday Agreement， to which we are of course steadfastly committed。

　　I， my team， and my Rt Hon Friend the Secretary of State for Exiting the European Union are ready to meet and to talk on this basis to the Commission or other EU colleagues whenever they are ready to do so。

　　For our part， we will throw ourselves into these negotiations with the greatest energy and determination and in the spirit of friendship。

　　And I hope that the EU will be equally ready and that they will rethink their current refusal to make any changes to the Withdrawal Agreement。

　　If they do not， we will of course have to leave the EU without an agreement under Article 50.The UK is better prepared for that situation than many believe。 But we are not as ready yet as we should be。 In the 98 days that remain to us we must turbo-charge our preparations to make sure that there is as little disruption as possible to our national life。 I believe that is possible with the kind of national effort that the British people have made before and will make again。 In these circumstances we would， of course， also have available the 39 billion pounds in the Withdrawal Agreement to help deal with any consequences。

　　I have today instructed the Chancellor of the Duchy of Lancaster to make these preparations his top priority。 I have asked the Cabinet Secretary to mobilize the Civil Service to deliver this outcome should it become necessary.And the Chancellor has confirmed that all necessary funding will be made available。

　　I will also ensure that preparing for leaving the EU without an agreement under Article 50 is not just about seeking to mitigate the challenges but also about grasping the opportunities。 This is not just about technical preparations， vital though they are。 It is about having a clear economic strategy for the UK in all scenarios， something which the Conservative Party has always led the way， and it’s about producing policies which will boost the competitiveness and the productivity of our economy when we are free of the EU regulations。

　　Indeed， Mr Speaker， we will begin right away on working to change the tax rules to provide extra incentives to invest in capital and research。

　　And we will be now accelerating the talks on those free trade deals。

　　And we will prepare an economic package to boost British business and lengthen this country’s lead as the number one destination in this continent for overseas investment。

　　A status that is made possible by the diversity talent and skills of our workforce and， I also want therefore to repeat unequivocally our guarantee to the 3.2 million EU nationals now living and working among us。 I thank them for their contribution to our society – and for their patience - and I can assure them that under this government they will have the absolute certainty of the right to live and remain。

　　NO NEW EU COMMISSIONER

　　Mr Speaker， I want to end by making clear that my commitment to the 31 October date for our exit。

　　Our national participation in the European Union is coming to an end。 This reality needs to be recognized by all parties。

　　Indeed， Mr Speaker today there are very many brilliant officials trapped in meeting after meeting in Brussels and Luxembourg when they could be better deploying their talents in preparing to pioneer new trade deals and promoting a truly Global Britain。

　　I want to start unshackling our officials to undertake this new mission right away。

　　So we will not nominate a UK Commissioner for the new Commission taking office on 1 November – though clearly this is not intended to stop the EU appointing a new commission。

　　Mr Speaker， today is the first day of a new approach， which will end with our exit from the EU on 31 October。 Then I hope we can have a friendly and constructive relationship – as constitutional equals， as friends， and partners in facing the challenges that lie ahead。 I believe that is possible and this government will work to make it so。

　　DOMESTIC PRIORITIES

　　But Mr Speaker， we are not going to wait until 31st October to begin building the broader and bolder future that I have described。

　　We are going to start right away， providing vital funding for our frontline public services， to deliver better healthcare， better education and more police on the streets。

　　Mr Speaker， I am committed to making sure that the NHS receives the funds that were promised by the lastGovernment in June 2018 and that these funds go to frontline as soon as possible。 This will include urgent funding for 20 hospital upgrades and winter-readiness。 I have asked officials to provide policy proposals for drastically reducing waiting times and for GP appointments。

　　To address the rise of violent crime in our country I have announced that there will be 20，000 extra police keeping us safe over the next three years， and I have asked my Rt Hon Friend the Home Secretary to ensure this is treated as an absolute priority。

　　We will give greater powers for the police to use stop and search to help tackle violent crime。 I have also tasked officials to draw up proposals to ensure that in future those found guilty of the most serious sexual and violent offences are required to serve a custodial sentence that truly reflects the severity of their offence and policy measures that will see a reduction in the number of prolific offenders。

　　On education， I have listened to the concerns of many colleagues and we will increase the minimum level ofper pupil funding in primary and secondary schools and return education funding to previous levels by the end of this Parliament。

　　We are committed to leveling up across every nation and region across the UK， providing support to towns and cities and closing the opportunity gap in our society。

　　We will announce investment in vital infrastructure， fiber rollout， transport and housing that can improve people’s quality of life， fuel economic growth and provide opportunity。

　　Finally， we will also ensure that we continue to attract the brightest and best talent from around the world。 No-one believes more strongly than me in the benefits of migration to our country。 But I am clear that our immigration system must change。 For years， politicians have promised the public an Australian-style points based system。

　　And today I will actually deliver on those promises - I will ask the Migration Advisory Committee to conduct a review of that system as the first step in a radical rewriting of our immigration system。 I am convinced that we can produce a system that the British public can have confidence in。

　　Mr Speaker， over these past few years， too many people in this country feel that they have been told repeatedly and relentlessly what we cannot do。

　　Since I was a child I remember respectable authorities asserting that our time as a nation has passed， that we should be content with mediocrity and managed decline。

　　And time and again – even the skeptics and doubters - by their powers to innovate and adapt the British people have showed the doubters wrong。

　　And Mr Speaker I believe that at this pivotal moment in our national story we are going to prove the doubters wrong again。

　　Not just with positive thinking and a can-do attitude， important though they are。

　　But with the help and the encouragement Government and a Cabinet that is bursting with ideas， ready to create change， determined to implement the policies we need to succeed as a nation。

　　The greatest place to live， the greatest place to bring up a family， the greatest place to send your kids to school

　　The greatest place to set up a business or to invest。

　　Because we have the best transport and the cleanest environment and the best healthcare and the most compassionate approach to care of elderly people。

　　That is the mission of the Cabinet I have appointed。 That is the purpose of the Government I am leading。

　　And that is why I believe that if we bend our sinews to the task now， there is every chance that in 2050， when I fully intend to be around， though not necessarily in this job， we will look back on this period， this extraordinary period， as the beginning of a new golden age for our United Kingdom。

　　And I commend this future to the House just as much as I commend this statement。
